Strategic Stakeholder Engagement (SSE) is a consensus-oriented method for achieving sustainable solutions that are supported by as many parties as possible. Through a transparent process and genuine attention to interests, inclusive solutions are created and mutual trust is built. SSE is repeatable and contextindependent: its practical tools, instruments, and steps provide direction and guidance for various complex societal challenges. The SSE method offers a set of tools for individual professionals, groups, and entire organizations to reach consensus in impactful and/or controversial changes to the status quo.
Four building blocks offering actionable steps
SSE was developed to provide stakeholder engagement professionals with a practical perspective for complex societal challenges. The SSE method consists of four building blocks that assist stakeholder engagement professionals and organizations in their stakeholder oriented work. These building blocks are: (1) working from a vision; (2) working with the SSE circle; (3) leadership and SSE skills; and (4) embedding SSE. Each building block is supported by concrete tools and instruments, ranging from environmental analyses and stakeholder maps to intervention strategies and communication techniques. Thus, SSE offers not only a vision for managing interests but also a method for daily practice.
Where is SSE applied?
SSE can be deployed for any issue where diverse interests converge. As an agency, we initially started with major infrastructure projects such as Maasvlakte 2/PMR, of A4 Delft-Schiedam and the High Water Protection Program. Soon, urban and rural area assignments were added, focusing on nature and economic themes, energy (transition), and water management. SSE is currently in used in a wide range of fields of work to come to sustainable solutions. Consider sectors such as Security and Defense, but also more social issues, such as finding locations for reception centers for asylum seekers (AZCs) and for the homeless. SSE is also applicable in various types of assignments. From very concrete implementation projects to policy issues and collaborative tasks. The method is the same, but the approach and focus differ based on the specific issue.
What does SSE generate?
Complex assignments rarely get stuck due to a lack of technical knowledge. They stumble more often over relationships, trust, and interests that haven't been sufficiently considered. SSE addresses these aspects structurally and constructively. Organizations and professionals who work with SSE find that they recognize and prevent unwanted surprises more readily, that resistance decreases because parties feel taken seriously, and that more sustainable agreements are reached because they are rooted in the actual interests of all involved. The method not only creates better outcomes for the assignment but also strengthens the working relationships needed to achieve those outcomes. However, there is also another, more business-oriented aspect to interpreting what SSE delivers. It turns out to be one of the simplest cost-saving options.

The Origin of SSE
SSE is rooted in the Mutual Gains Approach, an internationally recognized negotiation philosophy developed at MIT and Harvard. According to MGA, sustainable solutions arise not from defending positions, but from understanding interests and jointly seeking solutions that create value for all parties.
Marc Wesselink has translated this international knowledge into the Dutch practice of complex societal challenges. SSE combines insights from MGA with project and program management, negotiation theories, organizational science, and conflict mediation into a coherent, practically applicable method.
SSE in practice: 20+ years of experience
At WesselinkVanZijst, our consultants apply SSE daily. They are involved in today's complex challenges as strategic stakeholder engagement professionals, process facilitators, and negotiation experts. We advise organizations, facilitate processes, conduct stakeholder and issue analyses, and help anchor stakeholder oriented work as an organization-wide competency. Since 2010, we have facilitated over 1100 SSE trajectories and trained more than 5,000 professionals. We provide around 100 training courses annually in the Netherlands and abroad. SSE modules are part of courses at the Vrije Universiteit Amsterdam and the AOG School of Management. This makes SSE not only an internal working method but a widely accepted professional standard within Dutch stakeholder engagement.
